The claim: something new needs the exact same thing screen reader users have needed since 1999, and that convergence, not kindness, is what’s finally moving accessibility work. This essay makes the case in seven panels: twenty-five years of a moral argument that didn’t move fast enough, the two readers who can’t see a page arriving at one requirement, a measured study standing in for a worn-out metaphor, four findings that set the design, the standards failure this project is built against, the realization that this was never really about AI, and the four honest zeros this draft publishes on its way out. Reading time: about thirty seconds of scrolling.
Twenty-five years of asking nicely
Section 1 of 7.Accessibility has been argued on moral grounds since before I had a career, and it has moved at roughly the speed you’d expect from an argument that asks people to be better than their quarter.
I’m not going to make that argument again. It’s correct and it hasn’t worked fast enough.
Here’s what changed. Something else now needs the exact same thing your screen reader users have needed since 1999, and it has a budget attached. Not because anyone got kinder. Because the machines can’t guess either.
Two readers. Neither can see your page.
Section 2 of 7.Twenty-seven years apart, one requirement. Then one more.
A screen reader can’t tell you the red button’s the dangerous one. Red is a color, a color is a pixel, good luck.
An agent hitting your interface has exactly the same problem. Two paths, twenty-seven years apart, arriving at one requirement: say it, don’t imply it.
Which means the disability community solved most of this about fifteen years early and filed it under a different name. Semantic structure. Stated relationships. Announced consequences.
But the agent needs one thing screen readers never had to ask for.
Everybody quotes the curb cut. Here’s a number instead.
Section 3 of 7.A measurement, not a metaphor.
Schmutz, Sonderegger and Sauer, Human Factors, 2017. N=110 matched (55 visually impaired, 55 nondisabled), randomized across three WCAG 2.0 conformance levels.
The usual move here is to point at curb cuts. Built for wheelchairs, used by strollers and suitcases and delivery trolleys.
I’m going to skip it, for two reasons. It’s been said, including in the title of my last essay. And the more I sit with it, the more it reads like a quiet concession I don’t accept … that helping disabled people wasn’t reason enough on its own, and here’s a better one.
Here’s a measurement instead. A hundred and ten people, matched, half of them visually impaired. Three versions of the same site at three conformance levels, randomly assigned. Everyone did better on the more conformant build … and not disproportionately. Equally. No interaction effect at all.
The accessibility work wasn’t a tax with a side benefit. It was just better engineering, and somebody measured it.
Four findings that set the design

The fourth one is a hole. Nobody has looked.
71.6% of screen reader users navigate by heading. Which is why the briefing lives in the heading list, and why there’s a lint for whether the outline alone tells the story.
17 of 55. That’s how many WCAG 2.2 A and AA success criteria the W3C’s own ACT Rules Task Force counts as fully or partially covered by automation. Thirty-one percent, with a denominator you can check. Which is why there are three verdicts, not two.
4.5 hours a week lost to verifying AI output. Whether that falls harder on disabled workers is a hypothesis I have not measured, and I’m stating it as a question rather than a finding.
And the fourth one is a hole. Speech recognition on atypical speech runs two to ten times worse depending on the population. Every one of those numbers comes from a laboratory. Not one deployed measurement exists for how dysarthric, stuttered, or deaf speech performs in an actual workplace. Nobody has looked.
A marker nobody checks is worse than no marker

Shipped in production. For years.
In 2002 the W3C shipped a privacy standard called P3P. Sites declared a policy. Browsers checked a string was present. Nobody checked whether it was true.
Google’s policy string, in production, for years, read: “This is not a P3P policy!” The check passed.
Any standard you can satisfy by declaring something, somebody will.
And this isn’t a story about 2002. In July the W3C published WCAG-EM 2.0, its own evaluation methodology, and wrote into the normative text that using the methodology alone does not, in most situations, permit a WCAG conformance claim. The standards body saying out loud that its own method isn’t sufficient on its own.
It happened to me too, and that’s the honest version of this panel. Four automated layers reported clean on a page a screen reader was mispronouncing. Axe: zero violations. html-validate: pass. My own checker: pass. The DOM was correct.
And VoiceOver said “what this buys U-S,” because a CSS uppercase rule reaches WebKit’s accessibility tree. Six instances, four pages. Found by listening, and by nothing else.
Here’s the part I didn’t expect. The people who buy accessibility claims already know all of this. There’s no certifying authority for a VPAT … the body that owns the template says so plainly … so procurement reviewers interrogate the author instead of the claim. HHS asks what credentials the assessor holds. Massachusetts tells reviewers to research the firm.
Which means a report that marks a criterion CANNOT-CHECK, because it needs a real assistive-technology user and nobody ran one, is more credible under review than one claiming Supports across the board. The honest gap isn’t a philosophical flourish. It’s the thing that survives a reviewer.
It was never really about AI

The redundancy is the only reason anyone can read Ogham today.
There are bilingual stones in Pembrokeshire carrying the same inscription twice: once in Ogham, once in Latin. The Latin wasn’t for the Ogham readers. It was for a different reader entirely.
It’s the only reason anyone can read Ogham today. The redundancy that looked like duplication turned out to be the key. That’s the mark on this project, and it wasn’t an accident.
Once you accept that meaning has to be explicit for a differently-capable perceiver to act on it reliably, that phrase stops meaning “disabled human” or “AI agent.” It starts meaning any two systems handing off work with unequal access to context.
A car that brakes. An arm that moves. A nurse with gloves on, reading a work order through a headset. Most of the world’s workers don’t sit at a desk, and the interfaces reaching them are voice and glance and haptics.
Here’s the tell. My vocabulary has six verbs, and my own site has never once emitted two of
them: interrupt and oversee. An essay has nothing to interrupt. Those two are the
load-bearing ones the moment a system can move something heavy.
Come and break it
Section 7 of 7.A FAILS from a stranger's page is worth more than a hundred passes on my own.
Version 0.1.0 is a draft that publishes its limits in the same release as its claims. A standard about verifiable claims that hid its own would be self-refuting.
0 external reviews. No standards body, no independent audit. 1 assistive technology tested. NVDA, JAWS, TalkBack and Narrator are untested. 0 disabled reviewers have read it. The neurodivergent reading is first-hand; the screen-reader experience is not. Gold is undefined, deliberately, until the people it governs help write it.
If you build interfaces: run the checker against something you own and send me the report, especially if it fails. A FAILS from a stranger’s page is worth more to me than a hundred passes on my own.
If you use assistive technology: tell me where the specification is wrong.
Nothing about us without us is a demand, not a courtesy. The correct response isn’t to claim more. It’s to leave the door open and say which side of it you’re standing on.
This one’s not for the person who needs convincing.
It’s for whoever has been in the room since 2001 saying the correct thing and watching nothing move. You were right. It wasn’t enough. And what finally shifted it wasn’t the argument, it was a machine turning up that couldn’t guess either.
That’s a bitter way to be proven right and I’m not going to pretend otherwise on the back of a record sleeve.
So: seven songs about being right too early. It doesn’t end resolved, because it isn’t.
